Governor Christie: To the people of Camden, who are participating in the transformation of this city right before our eyes, a city that last year had the second largest job growth of any metropolitan area in America. Camden, not Philadelphia. Camden. Second largest job growth. That that place that I walked into in 2002 as United States Attorney where we had to bring FBI and DEA and United States Marshals service in to lower the number of murders, last quarter had one murder in the quarter in the city of Camden. Extraordinary job by the men and women of the metro division of the Camden County police. That for anyone in this region who falls victim to cancer and needs to find the most modern cutting edge cancer treatments anywhere in the world, they will now be driving, not to Philadelphia and not to New York City, but to Camden and the MD Anderson Cancer Center here in Camden, New Jersey. Who would’ve thought that was possible 16 years ago? And the next wave of doctors that will serve those in need in this city and this region are now being trained, educated in a medical school in the city of Camden, associated with this great institution. And most importantly, we are seeing, and the pun is intended, a renaissance in K-12 education in this city under the leadership of Paymon Rouhanifard and the new approach to education in Camden, which is giving these children a chance at the best education you can get anywhere in the state of New Jersey. Public safety, K-12 public education, graduate education with Rutgers and with Cooper, cutting edge health care, and a sense once again that this city can be a leader not only in our state but in our region. None of that would have been possible if John Sheridan had not left the comfort of Morristown and the law firm he had helped to build and decided to take a chance on this city. When someone of John’s wisdom and experience is willing to take a chance, he encouraged me to take that chance as well. And we’re here today in this beautiful setting, first and foremost to say thank you to John and Joyce, for the chances they took, the sacrifices they made and the service that they gave to all of us and to our fellow citizens. Good evening Madame Mayor and Town Council, I am sad to say that charges of corruption must be addressed here in East Windsor Night. *MAYOR INTERRUPTS* Please, this is my time to speak mayor, and I’m about to state the agenda item to which I am referring but I’d like to proceed. Additionally, there’s the… *MAYOR INTERRUPTS* Please, I’m trying to introduce the agenda item with some context… Additionally there’s the ethical question of rewarding contracts to businesses that are extremely close to politicians that we need to have a dialogue about. These are issues that arise if one does some research on Resolution R-2015-114- a resolution to award a contract to the Parker McCay law firm. There’s a report by the former NJ State Comptroller- A. Matthew Boxer- as well as some news articles- more than I had the means to print for you here tonight- that tell us some very disconcerting things about Parker McCay. So I have some information… *MAYOR: I am going to ask you to leave the information on the table sir and give it to the clerk just like any other person who comes to the meeting does. ME: If I may… MAYOR: You can speak but any information will be given to the clerk. ME: Mayor, I must urge you to take these documents very seriously. If you don’t want to look at them now I think you’d be doing a tremendous disservice to the residents of East Windsor- the tax payers who will be paying this law firm which has been accused of corruption. MAYOR: I don’t have any different feeling. ME: Very well. Who can I give this to? MAYOR: The clerk. ME: Okay. First, I am going to read from the report from the former State Comptroller. The name of the report is “An Analysis of LEGAL FEES PAID BY NEW JERSEY LOCAL GOVERNMENTS”, it was published on June, 25, 2013. ] “Our analysis of those payments identified the following deficiencies. Medfords contract with its Township Attorney was ambiguous as to which matters were covered by the retainer and those permitted to be billed at an hourly rate, which may have led to overpayments for legal services… “We identified numerous instances where tasks that appeared to be covered by the retainer were billed by the Township Attorney at an hourly rate. For example, the law firm billed hourly for tasks such as drafting ordinances and resolutions, attending certain council meetings and discussions with the Township Manager. The current Township Manager informed us that he had similar concerns about the retainer situation when he became Township Manager in May 2011. He advised us that due to these concerns, Medford no longer has retainer agreements with any of its outside counsel and instead pays for all legal services at a flat hourly billing rate. Medford’s retainer payments to its Township Attorney were not fully transparent and did not comply with State policy… “Both Medford and the Township Attorney acknowledged to us that the services actually rendered under the retainer did not correspond proportionately with the budget line items from which these payments were made. Neither Medford nor the law firm knew why the retainer payments had been set up in this manner.” Next, I’m going to read from an article published on August 5th, 2013. It’s an article by Rachel Simpson, for The Central Record. (“Medford Township withholds $43K from Parker McCay Law firm) “Officials in Medford Township are withholding $43,000 from the law firm that previously represented the municipality. The outstanding bill is just part of the estimated $170,000 Councilman James Randy Pace believes the township was overcharged in 2009, 2010 and 2011.” “According to Pace, a New Jersey Comptroller’s report found that Parker McCay, LLC of Mount Laurel, had a $96,000 retainer to cover routine business, but charged additional hourly fees for matters that should have been covered under the retainer.

Press Conference - September 18, 2014 Governor Christie: It took a while. I wanted to take some time to decide who I wanted to put in charge of the Department of Transportation, and I am pleased to announce today that I am sending to the Senate the nomination of Jamie Fox to be the new commissioner of the Department of Transportation. It comes as no great shock to many of you in this room that Mr. Fox is a registered Democrat. He is also a widely-recognized expert in transportation issues and in issues residing all across New Jersey government because for over two decades he served as a senior public official and advisor to many governors. He has previously been the commissioner of the Department of Transportation. He was chairman of the board in that capacity of New Jersey Transit, also served as deputy executive director of the Port Authority of New York and New Jersey and chief of staff both to Governor McGreevey and to former United States Senator Bob Torricelli. In addition to that I’ve counted Jamie as a friend over the years and I look forward to working with him in this new capacity. I’m also happy to announce today that I’m sending the name of Richard Mroz to the Senate for consideration as the new president of the Board of Public Utilities. As many of you know Rich is a Republican. He’s a lawyer, a public affairs consultant with an extensive history of public service in New Jersey. He’s previously served as chief counsel to Governor Whitman, also as special counsel and director of the Authorities Unit as well as county counsel for Camden County. He currently serves on the board of the directors at the Federal Home Loan Bank Board and has done so since being appointed there by President George W. Bush, and since 2012 he has been one of my appointees on the Delaware River and Bay Authority. Rich and I have been friends for 35 years and have known each other for an extraordinarily long time. He has been a loyal friend and a great public servant and someone who not only I but Mary Pat holds in extraordinary high esteem and I am really grateful that while having the very successful private sector career he has had over the last decade that he’s willing to leave the private sector again for a period of time to serve in public service and I appreciate Rich’s willingness to do so.
